I used to think that westerners' diet is low carb because when they want to eat, they say, "I want to eat chicken with rice", while here we say, "I want to eat rice with chicken".
This just shows that most westerners eat their starch, whether it's rice, bread or potatoes, automatically without thinking about it. If you don't think about it, you're likely to overeat. The other problem is the junk food that is so pervasive. As well, the government guidelines which preach low fat have increased the number of carbs in the normal diet way beyond what people need for maintenance.
