Getting back to Blue Nose's original question, a lot of factors can effect weight ratios on various excercises. For example, someone with short arms and long legs would be well suited to bench pressing, but not so well suited to squatting (mechanically speaking). As a result, he might be able to bench more than he can squat, but not neccessarily be lacking in leg development.

Also, technique can make a big difference. For example, if you prefer high-bar "bodybuilding style" squats with a narrow to medium width stance, you probably won't be able to move as much weight as you could doing low-bar "powerlifting style" squats with a wider stance. However, this doesn't neccessarily mean that low-bar squats are better for developing general strength for a variety of other applications.
