Are the weights prescribed for dumbbell exercises refering to the TOTAL weight of both dumbbells or of EACH dumbbell? For example, I'm doing a Romanian deadlift with dumbbells, which indicates 15 reps at 50 lbs. I understand that exercises done with one arm only, the weight refers to the weight of one dumbbell.

Generally the weight is given per dumbbell. So in your example you would use one 50# dumbbell. If you were doing an exercise that used two dumbbells then each would be 50#.
