I don't mean this exercise
I mean hold the right pully with left hand , the left pully with right hand vertically above my head and pulling arms to horizantal
you are talking about an exercise which is commonly called "cable pull aparts" or "pathos arc".
It's a lat exercise, and would be used when you wanted to target the lats but take the biceps out of the movement.
It's a good exercise, but I doubt you will be training anyone who would be at an advanced enough level to need to use it.
