Are you supposed to roll your shoulders back or just go straight up and down when you do shrugs?

up & down, from what I understand a rolling motion puts undue stress on the rotator cuff and doesn't add anything to the exercise.

That's correct.

Up and down is most benificial and the safest.

You can squeeze you shoulders back slightly at the top of the movement, but don't roll them.

Also, try doing Prone Incline Shrugs with a pair of dumbbells. With these you lay face down on an incline bench (kneeling on the seat). I like to keep the angle of incline pretty high, so that I'm close to vertical.
