Well I wrote to HEB and got what appears to be a legitimate answer:
Is it possible one of the HEB branded frozen berries has an incorrect
nutritional information? I noticed that Strawberries, Blackberries,
Blueberries, and Raspberries each had fiber at or less than their
respective levels of sugar. Hover the berry medley which is a mix of
those 4 berries, had more fiber than sugar. Seemingly one of the 5 bags
must be wrong?

Department and their response follows...
They are all correct. We get these fruits from different suppliers in
varying places. Sugar level can change as a fruit ripens when the fruit
converts starches to sugars. Sugar levels will vary depending on
growing conditions, level of ripeness, etc.... The differences on these
packages are extremely small. We do not add any sugar to the fruit, it
is all natural from the berries.
