I am trying to figure out the difference between a press from a clean and press and an overhead press?

What I gather is the clean and press uses the momentum from the small squat on the lift and the overhead you are just supposed to use the upper body.

Is it cheating to do an overhead press with a small squat for momentum?

Yes.

The overhead press is for upper body strength. If you are inserting a small squat at the beginning of the rep, then you are no longer strictly working the upper body.

*edit* My apologies, you were asking about the 'overhead' press. I just got finished doing my exercise, so I'm a little uppity and un-focused as far as reading is concerned.

I think the overhead press is pretty much the same as the press. Someone else can probably verify or correct if I'm wrong.

They are the same (strict press) if you're talking about the competition "clean and press". If not then it's up to you.

Yes it's "cheating" and it got its own name, "push press".

Edit:
I think adding a session of push press can be beneficial if you want to increase your press number because you still gain the benefit of handling heavier weight in the negative phase. It might not be transferable at all but might be worth trying (I'm doing it).

i've seen that recommendation from other sources as well (push press occassionally to help the press).
I've tried it to sparingly to comment, centainly sounds like a ood idea.

Clean and press is nothing more than a clean followed by a press. The bar comes to a complete rest after the clean, and then is pressed without leg motion. The press part is identical to a strict shoulder press. That was one of the Olympic weightlifting events in the past. If you add leg action it becomes a "push press", which is not cheating if you are intending to do a push press, but is if you want to call it a press. It's not just semantics, but a slightly different exercise. I agree that push press can be a useful exercise. If nothing else, it is fun to be able to move more weight than I can with a strict press. They each have their place.
