Entirely depends on the group sponsoring the meet. I've been to exactly one meet and there were 60 lifters, arranged in 3 flights.
However, even with 60 lifters, there are so many ways to enter that a lot of trophies get given out. I was in the Masters class (age 45-49), 198# weight class, classic raw (no knee wraps), amateur, male. Surprise Surprise I was the only person in that combination and so I got a trophy, 1st place no less!
The real competition is going on in the male open age category, that's where you'll see > 5 entries per weight class and these guys are trying to win.
