Well the way I learned to press was to have the elbows in front of the bar, with the bar resting on the delts (but still maintaining thoracic extension). Perhaps this is a different mode of though completely, but I don't think of press as "targeting" shoulders. I think of it as doing the press. What I'm perceiving as a "shrug" at the top is not a distinct movement from the press, i.e. it's done in one fluid motion.
