Either way, I'd recommend lowering the barbell to your lower chest. Lowering the barbell to your upper chest on a decline or even flat bench press puts your shoulders in a very awkward position and could result in the barbell resting on your throat.

An elliptical machine is a cardio machine. It isn't very good for building muscle, strength, power, balance, mobility, sport-specific skills, etc. Likewise, I wouldn't really consider it a full-body workout.
