Cut or bulk?

Been bulking for a while, noticed that my waist seemed to get bigger. Not sure if bloat or if I'm putting on too much fat. Here are pics unflexed vs flex. Should I start cutting or keep bulking?

It depends on what you're comfortable with. I don't see any reason to stop bulking. However, summer is coming.

I've just been feeling "bloated" alot recently, like I'm either carrying alot of water weight or I've just put on too much fat. My muscle definition is not that great relaxed, but when I flex everything is much more defined. As seen in the pictures, i have a faint outline of abs relaxed, and full six pack when flexed. I also have some chest striations when flexed. What bodyfat level is this?

You can't tell by pictures. You might as well pull a number from the air.
