What level of fat loss loses the most muscle?

I know that generally pspeaking you lose fat, you lose a tiny bit of muscle in the process.

How bad is muscle lose going from say:
25-20%bf?
20-15%?
15-10%?

10% and lower?

I assume muscle loss gets worse the lower amount of fat you have, correct? This assumes still lifting heavy to prevent muscle loss...

My understanding is that the leaner you are, the harder it is to preserve muscle while losing weight.
