A clean is pulling the bar off the floor, jumping underneath it to catch it, and standing up with it. In other words it is a deadlift combined with a front squat, so yes, they will. If you mean power cleans, where you only dip to catch the weight, the legs aren't used as much, so you are comparing apple to oranges when you ask if they build muscle as well as squats, but the power cleans really hit the posterior chain, mid back and shoulder girdle quite hard, and stick on a lot of muscle in those areas.
