technically Nordic cross country running/sking requirres the greastes VO2 to perform, but for the rest of us mere mortals I'd say running, rowing, cycling, swimming in order of energy expenditure used.
Form a saftey paoint of view swimming/cycling is perhaps the least stressful on the joints.
To get fit fast Ive found 3 -4 cycle/spin classes do the trick
