In what sense is it "raw"?

Raw means a deadlift performed without the aid of a deadlift suit.

Belt ... yes. But I don't think he's wearing a deadlifting suit. It looks like an ordinary singlet (sp?), which is what powerlifters are generally required to wear at meets.
