lateral delt between stabilizer and synergists?!

hey guys
what diffrant between 2 exercises below that make lateral delt synergists in the first exercise and stabilizer in the second???

Sometimes the difference is non-existent. I expect the difference between the two is the movement of the weight for the T-row is fixed in one plane where it is free in the other exercise. Why this would move a muscle from being a stabilizer to a synergist is beyond me.
