Will doing sprint intervals build muscle mass in the lower body.

yes? but it's much more beneficial to combine weight training and sprint training

You have to keep in mind that competative sprinters also weight train. You won't get the sprinter look by running alone.

The type of muscular hypertrophy that a bodybuilder has is useless (actually, detrimental) to a sprinter. The sprinter's goal is to have a high power to bodyweight ratio. That's what gives him his speed. Sprinters are more muscular than endurance runners, but you won't see Carl Lewis or Bob Hayes entering a Mr. Universe contest, much less winning one.
